Fred Milowsky
Fred is currently on a staff assignment with the Ministry of Children and Family Development.
Fred is a consultant in the Social Services Field with over 20 years experience
serving in senior positions with the Provincial Government.
Fred’s areas of specialization include:
• Organizational Design and Development
• Human Resources leadership
• Service development
• Community and capacity development with a particular focus on the needs of
the Aboriginal and ethno-cultural communities
Fred has received a Gold Leadership award from the Provincial Government and an
award from the Ministry of Multiculturalism for his work with the Vancouver
ethno-cultural communities.
Examples of Fred’s work include:
• As the CEO of the Ministry of Children and Family Development
Vancouver Coastal Region, Fred implemented his vision for an effective
operational structure and a highly motivated staff that has become a model
across the Province.
• Fred established the first Differential Response Units in the Province. These
units are innovative approaches to child protection whose first response of
support replaces investigation.
• Fred was responsible for establishing the capacity to complete Family Case
Conferences that far exceeded that of any other region in the Ministry For
Children and Family Development. (Case Conferences are a mechanism for enabling
families and service providers to arrive at an agreement on a service plan by
working together.)
• Fred led a consultation process with the Urban Aboriginal community that
resulted in establishing the first Urban Aboriginal Transition House – Helping
Spirit Lodge. He also established the first Urban Aboriginal Child Welfare
Office in the Province.
• Fred established multi-language addiction counseling services through his
work with the Vancouver Community Ethno-cultural Advisory Committee.
